Antics of PM's APS irk BNP stalwarts

An Assistant Private Secretary (APS) to the Prime Minister is so powerful that he can get top bureaucrats and officials transferred and others appointed at various levels in the administration sources alleged. He operates with the help of a group of young BNP men who sits at an office in a posh area in the city.

Sources at the Prime Minister's Office claimed that transfers, promo¬tions and appointments take place as per the list provided by the APS and after his "clearance". The person has been attached to Khaleda Zia for over ten years now. The sources said tile recent changes in some posts of secretaries of different ministries, transfers and appointments were done as per the list of the APS.

The changes angered several senior ministers as they were not consulted or even informed earlier. Senior BNP leaders holding important portfolios in the cabinet are very much annoyed at this.

Talking to The Daily Star yesterday, some of them said they would meet the prime minister together and suggest her to call an emergency extended meeting of the BNP National Executive Committee to discuss the situation.

They said they can not discharge their official duties smoothly to the APS because officials holding important posts are being changed without them. They said the image of the government will be tarnished and the administration will become hostile if this is not stopped immediately. They said majority of the ministers, BNP leaders and MPs have become very much annoyed at the activities of the APS and the group of the young BNP men.

A top BNP leader who is also holding an important portfolio in the cabinet said, "The government can't run as per the instruction of a junior government official and "immature party leaders”. A good number of ministers and MPs said they sought change of some officials in their ministries and transfer of some OCs and TNO in their respective district, and contituencies, but they are not getting their "chosen men" due to "interference" by the APS.

The room of the APS always remains crowded with senior government officials seeking posting in vital positions, promotion or transfer.

Some officials at the Prime Minister's Office alleged that a "suffocating situation" has been created due to the “excessive interferences" by the APS.

“........আওয়ামী লীগ সরকারের শেষ দিকে সচিবালয়ে কর্মরত কর্মকর্তা-কর্মচারীদের সমন্বয়ে একটি গোপন গ্রুপ গঠিত হয়। এই গ্রুপটি বিএনিপিকে প্রশাসন সম্পর্কিত তথ্য, পরামর্শ বা নির্দেশনা প্রদানের ক্ষেত্রে গুরুত্বপূর্ণ ভূমিকা রাখে। সচিবালয়ের বাইরে এই গ্রুপটির নিয়মিত গোপন বৈঠক হতো। তত্ত্বাবধায়ক সরকারের আমলে কীভাবে প্রশাসন চলবে বা কীভাবে প্রশাসনকে নিজেদের নিয়ন্ত্রণে রাখ যাবে- সেই পরিকল্পনা তৈরী করা হতো।  এর জন্য একটি মনিটরিং সেলও খোলা হয়েছিল হাওয়া ভবনে। তৎকালীন বিরোধী দলীয় নেত্রীর এপিএস মোঃ শামসুল আলম এই মনিটরিং সেল এর দায়িত্বে ছিলেন। তিনি প্রশাসনে বিএনপি সমর্থিত গ্রুপটি পরিচালনার ক্ষেত্রে সার্বিক সমন্বয়ের দায়িত্বও পালন করেন। বিএনপি বিরোধী দলে থাকাকালে মোঃ শামসুল আলম বিরোধীদলীয় নেত্রী খালেদা জিয়ার সহকারী একান্ত সচিব ছিলেন। ওই সময়ে তিনি খালেদা জিয়ার কাছে একান্ত পরীক্ষীত বিশ্বস্ত কর্মকর্তা হিসাবে পরিচিতি লাভ করেন। তত্ত্বাবধায়ক সরকারের আমলে প্রথমে হাওয়া ভবনে পরে ইস্কাটনস্থ বিয়াম ভবনে বসে বিএনপি’র পক্ষে প্রশাসন মনিটরিং ও দিগনির্দেশনা অর্থাৎ প্রশাসন বিএনপিকরনের দায়িত্বটি অত্যন্ত দক্ষতার সঙ্গেই পালন করেন। হাওয়া ভবনে এবং বিয়াম ভবনে তাকে এ নিয়ে রাতদিন কাজ করতে হয়। আর এ কারনে বিএনপি ক্ষমতায় আসার পর স্বাভাবিকভাবেই তিনি প্রধানমন্ত্রীর এপিএস-১ পদ এবং প্রশাসন মনিটরিংয়ের দায়িত্ব পান। সরকারের শুরুতে ক্ষমতা ও কর্তৃত্বের দিক থেকে আবদুল হারিছ চৌধুরী ও কামাল সিদ্দিকীর পরেই শামসুল আলমকে ধরা হতো, যদিও তার পদ ছিল প্রটোকলের দিক থেকে অন্যদের চেয়ে অনেক নিচে।

.......প্রশাসন নতুন করে সাজানোর প্রক্রিয়া হিসাবে সরকারের বেশ ক’জন সচিবের রদবদল হয় এবং তাতে মূল ভূমিকা ছিল শামসুল আলমের। কামাল সিদ্দিকী দেখেন, এভাবে চললে প্রশাসনের ওপর তার খবরদারি করার উদ্দেশ্য বিফলে যাবে। তিনি তার কৌশল বাস্তবায়নের প্রক্রিয়া শুরু করেন। সচিব রদবদলের পর পরই ওই জাতীয় দৈনিকটির প্রথম পাতায় ফলাও করে শামসুল আলমকে নিয়ে বিরূপ ধরনের একটি নিউজ ছাপা হয়। সরকারের তখন সবেমাত্র শুরু। পত্রিকার বিরূপ নিউজে প্রধানমন্ত্রী বিব্রত হন। শামসুল আলম পত্রিকাটির ওপর ক্ষুব্ধ হন।.........ফলে পত্রিকাটির সঙ্গে তার দূরত্ব বাড়তে থাকে। কিছুদিন পর শামসুল আলমকে নিয়ে ওই পত্রিকায় একই ধরনের আরও একটি নিউজ ছাপা হয়।........এবার তিনি বিষয়টি নিয়ে বেশ চিন্তিত হয়ে পড়েন।বিভিন্ন মাধ্যমে খোজ-খবর নিতে থাকেন। বুঝতে পারেন, নিউজগুলো অন্য কেউ নয় ওই পত্রিকার সম্পাদক নিজ হাতেই লিখছেন এবং নিউজের মূল উৎস খোদ প্রধানমন্ত্রীর কার্যালয়। সেই থেকেই কামাল সিদ্দিকীর সঙ্গে শামসুল আলমের সম্পর্কের অবনতি ঘটতে থাকে।

২০০২ সালের মাঝামাঝি সময়ে উপসচিব পদে পদোন্নতি নিয়ে তার সঙ্গে ডঃ কামাল সিদ্দিকীর সরাসরি বিরোধ শুরু হয়ে যায়।........বলা হয়েছিল, যুগ্মসচিব পদোন্নতির পরপরই উপসচিব পদে পদোন্নতি দেওয়া হবে। শামসুল আলমের মূল দাবী ছিল, উপসচিব পদে পদোন্নতির যোগ্য যে সব কর্মকর্তা আছেন তাদের সকলকেই পদোন্নতির বিবেচনায় আনা।........প্রধানমন্ত্রীর কার্যালয় এবং বাইরের জুনিয়র কর্মকর্তাদের অনেকেই তখন এ দাবীর পক্ষে কাজ করেন।.........কিন্ত কামাল সিদ্দিকীর একগুঁয়েমীর কারনে সমস্যার কোনও সমাধান হয় না।........শামসুল আলম দীর্ঘদিন ধরে যে বিষয়টি নিয়ে লড়াই করছিলেন তাতে হেরে যান। সেই থেকে শামসুল আলম নিজেই অভিমান করে ‘লো-প্রোফাইল’- এ চলতে শুরু করেছেন।........হয়ত তিনি অপেক্ষা করছেন, তাকে বিএনপি’র আবার প্রয়োজন হবে সেই সময়টির জন্য।’’

PA: The matter of politicising the administration has been reported by the media a number of times…

NI: The establishment of the Janatar Mancha in 1996 by secretariat officials deeply affected Khaleda Zia and she considered it the prime reason for BNP's defeat in the subsequent elections. After the BNP-led coalition government came to power in 2001, they planned to appoint their trusted people in the administration and the police.

The work to make the administration partisan started from the first week of the coalition government. A former CSP (civil service of Pakistan) led this particular operation. He was closely aided by Kazi Manowarul Haq (Batch of 1977, he was the then PMO Director General and later contractually appointed as the Social Welfare Ministry Secretary, currently retired), Abdur Rashid Sarkar (1979 batch, establishment ministry deputy secretary, later Election Commission Secretary, currently jute and textile ministry secretary), M Shamsul Alam (Former PM's Assistant Personal Secretary), Faridul Islam (former PM's protocol officer), Abdul Matin (former PM's assistant personal secretary) and Md Abdul Bari (former PMO director), among others.

The media reported that most of these men were present at the secret meeting held at Mahmudur Rahman's office in Uttara. These officials jointly created a list bracketing state officials as either Awami League (AL) or BNP sympathisers. 

PA: How was the politicisation scheme implemented?

NI: If name of any official from the administration cadre came up for promotion, then it would be sent to Haris Chowdhury to check the person's name against the aforementioned 'list'. Officials classified as AL sympathisers often lost their jobs, most of them, however, were deprived of promotions. A number of them were transferred to inconvenient posts or made officers on special duty (OSD). But, the more clever of these officials developed relationships with Haris Chowdhury, Kazi Manowarul Haq, Abdul Rashid Sarkar, and M Shamsul Alam to gain their desired posts. The discipline and chain of command in the civil administration completely broke down because decisions were made by these junior officers.
